HB 421 – Fertilizer was temporarily postponed (TP’d) in the House Community and Military Affairs Subcommittee last week. The bill was amended to preempt enforcement of rainy season application bans for lawn care workers – who apply more fertilizer to lawns than anyone else. There were enough NO votes to kill the bill in committee, but it was TP’d to delay final action, giving leadership a chance to try to pressure the “No” votes into changing their minds.
