The City of Sanibel requires all contractors working with vegetation on the Island to possess a valid Certificate of Competency (Vegetation Competency Card). Contractors who only apply fertilizer must have a Certificate of Competency for Fertilizer Only. Contractors who work (trim) vegetation AND apply fertilizers, must have a Vegetation Competency Card with the Fertilizer Endorsement.
ALL VEGETATION CONTRACTING WORK IN THE CITY OF SANIBEL MUST BE SUPERVISED ON-SITE BY A HOMEOWNER OR BY A VEGETATION CONTRACTOR DULY CERTIFIED UNDER THE PROVISIONS OF THE SANIBEL LAND DEVELOPMENT CODE (SECTIONS 14-146--14-168)
To obtain a Vegetation Competency Card, applicants must pass:
- A written test covering ordinance requirements and vegetation standards.
- A field identification test of Sanibel's most common native an invasive exotic plants.
To obtain a Fertilizer Endorsement, applicants must pass:
- A written test demonstrating knowledge of the Sanibel Fertilizer Ordinance
To pass, applicants must score 90% or better on the written tests and 100% on the field identification test. The City of Sanibel administers
Vegetation Competency and Fertilizer Endorsement classes in order to assist those preparing to take the tests.
The class/test registration fee must be paid in the Finance Department before taking the written examination. Upon passing all required exams, a Competency Card fee and a business tax fee must also be paid before a Vegetation Competency Card/Fertilizer Endorsement will be issued.
The Vegetation Competency Card/Fertilizer Endorsement is good for 5 years, although a $10.00 annual renewal fee is required by September 30th each year. After 5 years, you are required to re-test in order to demonstrate continued competency. You should schedule your re-test at least three months prior to the expiration date on your card. The test registration fee and the Competency Card fee are required for re certification.
