Roadside Parking

Sec. 66-34. Where prohibited; exceptions; violation.

(a) No person shall stop, stand or park a vehicle:

(1) On the roadway side of any vehicle stopped or parked at the edge or curb of a street.
(2) On a sidewalk.
(3) Within an intersection.
(4) On a crosswalk.
(5) Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic.
(6) Upon any bridge or other elevated structure.
(7) On a bicycle path.
(8) On the roadway or shoulder of any public street.
(9) Within the right-of-way of any public street.
(10) In the parking lot, or upon the property of any governmental entity, except for purposes related to the conduct of business with the entity, or as otherwise authorized by the entity.
(11) At any place where official traffic control devices prohibit stopping, standing or parking.

(b) The prohibitions contained in this section do not apply to parking, standing or stopping a vehicle:

(1) Where the temporary stopping or standing is necessary to avoid conflict with other traffic.
(2) Where the temporary stopping, standing or parking is in compliance with law, with the directions of a police officer or other authorized person directing traffic, or with directions of a uniform traffic control device.
(3) Where the vehicle is an emergency vehicle, a governmental vehicle or public utility vehicle on official business.
(4) Where the vehicle is necessary for the performance of other business, or in conjunction with a special event, and the stopping, standing or parking has been authorized by the city manager upon a prior determination that the public convenience will be served and that there will not be a significant danger to the public safety.
(5) Where stopping, standing or parking has previously been authorized by administrative action by the city manager, upon a prior determination that the public convenience will be served and that there will not be a significant danger to the public safety, and the authorization has been posted.

(c) A law enforcement officer or parking enforcement specialist who discovers a vehicle stopped, standing or parked in violation of this section may:

(1) Issue a ticket form as may be created by the city manager; or
(2) If the vehicle is unattended, attach such ticket to the vehicle in a conspicuous place.
